Enhancement of accountability for the DoD under the defense authorization bill

McCainAccording to John McCain, Senate Armed Services Committee Chairman, procurement practices of the Department of Defense (DoD) require revamping and greater responsibility. The defense authorization bill is set to eliminate wasteful defense spending McCain shares . . . the bill identifies unique adjusts, which are certain to effect procurement practices. The focus is on service contract responsibility. In the future, “one” individual service member will sign off and oversee each new service contract from start to finish. If any cost goes awry . . . that individual’s branch of service will be fined for the cost overruns outside of the originating budget.

The idea behind McCain’s thought processes are where service, project or program requests are made, the originator will be 100% aware of the breakdown of cost and then have responsibility for them leading to greater contract administration in identifying a requirement to the government.
